If person graduated only tuina massage courses, has right to give chinese medicine courses in online magasine?

Person just finished courses of tuina chinise massage ( 2 years/2 days per one month) and now he is giving free official courses in online magasine in Europe for chinese medicine. If he has right to do it? If this magasine has right to accept such courses? If yes, if that case everybody can do online whatever they want? If not, what if legal action can be done against this magasine and person?

I was looking at my horoscope for today and then it asked me if I wanted to know my chinese astrology or something like that and I went ahead and checked it. It then asked me for my sign and I don't know what it is. I am a pisces but they have animals like a dog or horse. Help.

I say no, but this might get some interesting answers. I know people rarely return to these questions but here is an amendment to the: Suppose that you either imagine or conjecture the existence of some alternate universe and come reasonably close in that hypothesis, such that you could devise a reasonable 'experiment' to test for its existence; in so doing, would you not have 'communicated' sentience into that universe? Paradoxically, you have proven that you cannot prove its [universe containing no sentience] existence or non-existence. When one attributes 'existence' to some phenomenon, aren't they really attributing 'meaning'?
Any difference between herbs from a traditional chinese medicine dr. and herbs/vitiams purchased from a store?

I have been under the care of a traditional chinese medicine doctor and its quite expensive..$10.00 per day for the herbs, which I cook in a pot and then drink. He tells me his herbs are better and more powerful than those purchased from any health food/drug store. Is this true?
