Is it possible to set up a business in china without being a citizen?

For example say i wasn't a citizen or even a resident of China but was just going there on vacation, would it be possible to set up a business and then go back to the US?

    Now, the Government encourages foreign investment in China, policies are up there is support, you can also set up an office in China, as a subsidiary of you, if can also enjoy live in China.
